This paper is concerned with models of the use of performance incentives in the Soviet Union and United States. The principal analytical result is an extension of an analysis of the methods whereby Soviet planners make the decision about production targets a variable under control of the producer, who is the only one possessing a knowledge of the uncertain condition of production. It is shown that this device can be viewed as a classical inventory problem. There is also an examination of the “U.S. incentive program” referring to multi-incentive contracts in which the profits received by the private producers are related to performance, outcome and cost. The analysis describes how this device can be extended to solve the target output selection problem of the Soviet planning system. 相似文献

The majority of scheduling literature assumes that the machines are available at all times. In this paper, we study single machine scheduling problems where the machine maintenance must be performed within certain intervals and hence the machine is not available during the maintenance periods. We also assume that if a job is not processed to completion before the machine is stopped for maintenance, an additional setup is necessary when the processing is resumed. Our purpose is to schedule the maintenance and jobs to minimize some performance measures. The objective functions that we consider are minimizing the total weighted job completion times and minimizing the maximum lateness. In both cases, maintenance must be performed within a fixed period T, and the time for the maintenance is a decision variable. In this paper, we study two scenarios concerning the planning horizon. First, we show that, when the planning horizon is long in relation to T, the problem with either objective function is NP-complete, and we present pseudopolynomial time dynamic programming algorithms for both objective functions. In the second scenario, the planning horizon is short in relation to T. However, part of the period T may have elapsed before we schedule any jobs in this planning horizon, and the remaining time before the maintenance is shorter than the current planning horizon. Hence we must schedule one maintenance in this planning horizon. We show that the problem of minimizing the total weighted completion times in this scenario is NP-complete, while the shortest processing time (SPT) rule and the earliest due date (EDD) rule are optimal for the total completion time problem and the maximum lateness problem respectively. © 1999 John Wiley & Sons, Inc. This article examines the relationship between the White House and the US Military Assistance Command, Vietnam (MACV) during President Richard M. Nixon's administration. It argues that dysfunctional civil-military relations between 1969 and 1972 undermined the implementation of a sound military strategy during the United States' withdrawal from South Vietnam as Nixon attempted to achieve ‘peace with honor’ during the Vietnam War's final campaigns. By 1972, the relationship between the White House and MACV headquarters had reached the nadir of civil-military relations during the Southeast Asian conflict and had served to undercut the United States' ability to effectively disengage from a long and bitterly contested war. 相似文献

We describe the development of a heuristic algorithm for determining efficient 2-dimensional packings in cargo aircraft where cargo placement constraints are critically important in determining the feasibility of packing locations. We review the performance of a new algorithm versus some traditional ones for aircraft loading. The algorithm is also tested in a more generalized setting where there exist no additional constraints on items, to suggest applicability in other environments. The new algorithm has been used worldwide in the Automated Air Load Planning System (AALPS) for cargo aircraft loading, with much success. © 1998 John Wiley & Sons, Inc. We explore the management of inventory for stochastic-demand systems, where the product's supply is randomly disrupted for periods of random duration, and demands that arrive when the inventory system is temporarily out of stock become a mix of backorders and lost sales. The stock is managed according to the following modified (s, S) policy: If the inventory level is at or below s and the supply is available, place an order to bring the inventory level up to S. Our analysis yields the optimal values of the policy parameters, and provides insight into the optimal inventory strategy when there are changes in the severity of supply disruptions or in the behavior of unfilled demands. © 1998 John Wiley & Sons, Inc. ABSTRACTNovichok agents are a class of nerve agents developed by the Soviet Union during the Cold War. In light of the use of a Novichok agent in Salisbury in March 2018, two sets of proposals to amend Schedule 1 of the 1993 Chemical Weapons Convention (CWC) have been put forth, one jointly by the United States, Canada, and the Netherlands, and the other by Russia. Both sets of proposals will be discussed and voted upon at the next Conference of States Parties of the Organisation for the Prohibition of Chemical Weapons (OPCW) in November 2019. If either set of proposals is approved, it will be the first time that the list of chemicals subject to verification under the CWC will have been modified. This viewpoint will discuss these proposals, and argue that, if adopted, the joint proposal and the portions of the Russian proposal upon which consensus can be reached would significantly strengthen the CWC by considerably expanding the coverage of its Schedule 1 and bringing Novichok agents firmly within the CWC’s verification system. We also argue that, since the OPCW Technical Secretariat did not deem the fifth group of chemicals proposed by Russia to meet the criteria for inclusion in Schedule 1, Russia should withdraw this part of its proposal from consideration. The proposals have also served an important purpose in clarifying the identity of the chemical agent used in the Salisbury incident, squarely placing it within one of the two families of Novichok agents described by the Russian chemical-weapons scientist and whistleblower Vil Mirzayanov. If either proposal is approved in November, it will be important to conduct a thorough assessment of key precursors for the synthesis of Novichok agents and assess the need to amend CWC schedules and national and multinational export-control lists accordingly. 相似文献
